That is all very true. However, under current law, the use of US Military Personnel to police Civilian's is illegal. There is good reason that the National Guard is under the direction of the State Governors, and the Federal Government has no authority to provide such response without a states approval. In addition, first responders and state organizations have received funding, training and direction for disaster preparedness. A BCT is not a large organization capable of putting a "clamp down on American society", and that is not the premise here. The article is presented to bring attention to the fact that the the very mission, not the assigned resources, is unconstitutional. Per the article, "The US Army "may be called upon to help with civil unrest" which is a violation of the Posse Comitatus Act (http://en.wikipedia.org/wiki/Posse_Comitatus_Act).

This report is over a year old. The 3rd ID no longer has this mission; some other unit has been assigned this mission for the next year. But what's your point? Do you have any concept how small a BCT is? How many BCTs did it take to execute the surge in Iraq? A BCT cannot put a clamp down on American society as some seem anxious about. One BCT is nothing more than an emergency response force who is able to quickly respond to "help American citizens on American soil, to save lives, provide critical life support, help clear debris, restore normalcy and support whatever local agencies need us to do". You didn't quote that part in your title, did you? The fact is the active Armed Forces are the only ones with the capability to repsond to a significant CBRNE event. National Guard forces will takle to long to mobilize and civilian assets are insufficient for a localized,large-scale emergency.
